If the temps were really high while moving, the fan shouldn't make that much of a difference with are flowing through the radiator. If the temps are high while idleing I would look at the fan as the issue but with air flowing throught the radiator while driving I would think it wouldn't matter if the fan was working or not. Maybe you have air in the system? Did you try jacking the car up so the radiator fill plug was at the highes point while filling the radiator? This will allow air to escape. This is my only complaint about my Howe radiator is it doesn't have a plug on top for air to escape like the stock and Koyo radiators have
